Sacombank Sets Aside VND 10,000 Billion for Existing Loans

Sacombank's VND 20,000 billion lending package splits in half: one half for new loans, the other to cut rates for customers already borrowing. What the cut is worth in cash, and what the announcement leaves out.

Borrowers paying monthly interest on a business loan at Sacombank now have a dedicated rate-cut quota with their name on it. On the evening of October 21, the bank announced a VND 20,000 billion package for individual customers and split it evenly: VND 10,000 billion for new loans, and the other VND 10,000 billion to cut rates for eligible existing customers.Tuổi Trẻ

That second half is the unusual part. Most rate-cut packages announced by banks this week speak only about new disbursements, and say nothing about the loan you are already repaying each month. Sacombank put a figure on that group. This post walks through what the package contains, what the cut is worth on a concrete loan, and what the announcement has not yet said.

How the VND 20,000 billion is divided

According to the announcement as reported by Tuổi Trẻ and Báo Đầu tư, the package has two parts.

New loans. Sacombank allocates VND 10,000 billion to individuals borrowing for production and business, including household businesses. The rate cut starts from 1.5% a year against the current lending-rate schedule.Tuổi Trẻ "From" means 1.5% is the floor of the cut, not the ceiling.

Existing loans. The bank sets aside another VND 10,000 billion to cut rates for eligible existing customers.Báo Đầu tư Depending on the customer group and the loan, the cut can run from 1.5% to 2% a year.Tuổi Trẻ The announcement's own wording is a rate cut on "existing outstanding loans", meaning the loan you are paying interest on today, not a future disbursement.

For borrowers, this gives a reference point when asking their own branch whether an older loan can be considered for a cut.

Where the package sits in Sacombank's run of cuts

The retail package follows two other moves within days. From October 20, Sacombank cut deposit rates by 0.5% a year on terms of six months and longer.Tuổi Trẻ It also has a VND 40,000 billion credit program for corporate customers, with a 2% a year cut in lending rates.Báo Đầu tư

The order makes sense. Lending rates can fall durably only if a bank's funding cost falls too, so deposit rates come down first. New savers at Sacombank on terms of six months or more will earn roughly half a percentage point less than before. That is the other side of the same adjustment.

Sacombank says these steps follow the direction set by the government and the State Bank of Vietnam on lowering the general rate level. That direction was voiced at management meetings last week, including a request to consider cuts on existing loans as well. The State Bank has not issued any document requiring lenders to cut rates on old loans. How each bank divides its quota is its own decision.

What the cut is worth in cash

Take a business loan with VND 1 billion outstanding. A cut of 1.5% a year saves VND 15 million in interest annually, roughly VND 1.25 million a month. A cut of 2% saves VND 20 million a year, roughly VND 1.67 million a month.

A small household business in Vietnam

For a household business, that gap is not trivial. It could match a month's rent on a small premises or part of an employee's salary. The calculation assumes the balance stays flat all year. On an amortizing loan, the saving shrinks along with the remaining balance.

Monthly interest saved on a VND 1 billion loan balance

One more point: the announcement does not say what base the 1.5–2% cut for existing customers is subtracted from. The natural reading is the rate the loan currently carries. Still, each borrower's actual post-cut rate becomes clear only when the bank sends an adjustment notice.

How far does the VND 10,000 billion go

The announcement does not say how the VND 10,000 billion is measured. The usual reading is total outstanding balance that receives the lower rate. On that reading, the quota covers roughly 10,000 loans of about VND 1 billion each, or more if most are small household-business loans.

It is a capped quota. Once it is fully allocated, late applicants may not be considered even if they qualify. That is why the phrase "eligible" matters more than the VND 10,000 billion figure.

For Sacombank (STB) shareholders, on the same reading, if the entire VND 10,000 billion were cut by 1.5–2% a year, the interest income the bank gives up would be around VND 150–200 billion a year. That is a paper estimate, dependent on how the quota is counted and how long it applies, neither of which the bank has disclosed. This post offers no view on the share price.

What the announcement does not say

As of the morning of October 22, the articles reproducing Sacombank's announcement lacked the information borrowers need most.

Who counts as eligible. The announcement lists no criteria. Banks typically look at repayment history, loan purpose and debt classification, but that is common practice, not a condition Sacombank has published.

How long it applies. There is no start date or end date, and no statement on how long a cut lasts on each loan.

Whether mortgages or consumer loans are included. The new-loan part names production and business purposes. The existing-customer part says only "depending on the customer group and the loan". No source says mortgages are covered, so home-loan borrowers should not yet build this cut into their budgets.

What existing Sacombank borrowers will find

For business borrowers at Sacombank, especially individuals and household businesses, loans already being repaid now have a named quota for a 1.5–2% a year cut. That is a real change from the early-week packages, which mostly targeted new loans.

Two limits remain: the quota is capped, and only borrowers the bank classifies as eligible receive the cut. Each borrower's answer will come from Sacombank's detailed notice or from the rate-adjustment notice at the next interest payment. What to watch in the coming days is whether the bank publishes eligibility criteria and the period of application. Then you can ask your branch directly: does my loan fall within the group being considered, and from which payment period does the new rate apply?
