Since 2 November 2026, Sacombank (ticker STB) has been run by Nguyễn Thị Kiều Anh as Acting CEO. Loic Faussier, who received the State Bank of Vietnam's approval and his appointment decision as CEO on 10 July, steps down after less than four months and becomes Senior Advisor to the Board of Directors.
For anyone holding STB shares, this is more than a new name. Since 22 April the top executive seat has changed hands twice, and both times it started with the word "acting". This piece walks through the milestones of the year to show where the post stands now and which step will settle the permanent head.
What changed on 2 November
On the morning of 2 November, Sacombank announced a senior management change. According to CafeF, the Board appointed Deputy CEO Nguyễn Thị Kiều Anh as Acting CEO, in charge of running the bank from 2 November 2026. At the same time Faussier left the CEO post and stays with the bank as Senior Advisor to the Board. Sacombank's announcement, quoted by CafeF, says the arrangement lets the bank "maintain continuity, draw on international experience and his understanding of banking operations".CafeF
The second change drew less attention. A Board resolution the same day named Chairman Dương Công Minh as Sacombank's legal representative, effective immediately. It is the second time this year he has taken on that role.Người Quan Sát Sacombank says the reshuffle is meant to speed up and complete its restructuring plan, optimise resources and keep the bank within its safety ratios.
Who is Nguyễn Thị Kiều Anh
Kiều Anh was born in 1983, holds a master's degree in business administration and graduated from the Banking Academy.Znews Most of her career was spent at VPBank over 18 years, moving from credit officer to department head, branch director and regional director.VietTimes
From 2023 to 2025 she worked at LPBank as branch director, assistant to the Chairman, deputy head of the Board office and executive committee member. She was appointed LPBank Deputy CEO on 10 December 2025 and, 13 days later, on 23 December 2025, became Deputy CEO of Sacombank.VietTimes She joined Sacombank around the same time as Nguyễn Đức Thụy, who also left LPBank and is now Standing Vice Chairman of Sacombank's Board.Znews As of 2 November she has been Deputy CEO for about ten months.

The executive seat through 2026
To read this "acting" label properly, set it beside the two earlier ones.
On 23 December 2025 the Board appointed Nguyễn Đức Thụy as Acting CEO.Tạp chí Công Thương He became CEO on 3 March 2026,Tuổi Trẻ after 70 days as acting.
In late March, Faussier was named Deputy CEO for risk management, legal and compliance.Sacombank Born in France in 1972, he has more than 27 years in banking, including stints as head of HSBC Vietnam, Deputy CEO of VIB, CEO of SeABank and Senior Advisor to LPBank's executive board.CafeF
On 22 April, right after the annual general meeting, Thụy moved to Standing Vice Chairman of the Board and left the CEO post.Dân Trí The Board made Faussier Acting CEO, and from the same day Chairman Dương Công Minh became legal representative. On 10 July, after the State Bank's approval, Sacombank handed Faussier his appointment decision as CEO, and he also became the bank's legal representative.Người Quan Sát His acting period lasted 79 days.

On 26 October Sacombank appointed Nguyễn Xuân Ái Quốc as Deputy CEO.Znews A week later Kiều Anh took the acting seat and Faussier moved to an advisory role. Counted from 22 April, when he took over day-to-day management, Faussier led the executive team for just over six months.
How "acting" differs from a confirmed CEO
The two earlier cases show a fairly clear sequence. The Board can name someone Acting CEO straight away so that person runs daily operations. To become CEO in full, the person needs written approval from the State Bank of Vietnam, and only then does the Board issue the appointment decision. Thụy went through this from 23 December 2025 to 3 March 2026, and Faussier from 22 April to 10 July.
A second difference concerns the signature. In both the 22 April and 2 November cases, while the seat was still "acting", Sacombank gave the legal representative role to the Chairman. Only when a confirmed CEO took over on 10 July did the role move to the head of the executive team. In other words, for as long as Kiều Anh stays acting, Sacombank's legal representative is Dương Công Minh.
The waits of 70 and 79 days are measurements from two completed cases. They are not a deadline set for this one.
The business backdrop
The change comes right after Sacombank published its Q3 consolidated results, and the numbers cut both ways. On the operating side, Q3 net profit before credit-loss provisions came to nearly VND 7,500 billion, up more than 59% year on year. Net fee income was about VND 4,255 billion, more than six times the prior-year quarter, while operating costs fell over 31% to VND 2,820 billion.Tin nhanh Chứng khoán
On provisions, the bank set aside VND 5,729 billion in the quarter, against VND 1,044 billion a year earlier. As a result Q3 pre-tax profit was VND 1,757 billion, down 52% year on year.

For the first nine months, pre-tax profit reached VND 5,893 billion, down about 46% from VND 10,988 billion a year earlier, and equal to nearly 73% of the VND 8,100 billion plan approved by shareholders. Nine-month pre-provision profit rose 42.6%. Sacombank attributes the 17.8% drop in net interest income to deliberately narrowing its margin to cut customer interest rates, in line with Government and State Bank policy.Tin nhanh Chứng khoán

On asset quality, the non-performing loan ratio at 30 September was 7.33% of customer loans, versus 6.41% at the end of 2025. The balance sheet still grew: total assets reached VND 1.057 quadrillion, up 15.3% from the end of 2025.Tin nhanh Chứng khoán The Q3 results and the management change happened around the same time, and there is no basis for linking them causally. The purpose Sacombank gives for the reshuffle is to speed up its restructuring plan and ensure continuity in management.
What STB shareholders will watch
For a bank pushing to finish its restructuring, stable governance is part of the story. Between 22 April and 2 November the executive seat changed hands twice, and the legal representative role moved back and forth between the Chairman and the CEO in step with it.
The next milestone is the State Bank's approval document and the Board's decision appointing a confirmed CEO. When those appear, shareholders will know who leads the executive team in the final stretch of the restructuring plan, and whether the legal representative role returns to the CEO as it did on 10 July. Until then, the Board's next resolutions on executive appointments are where shareholders can read which way the seat is heading.
