On the morning of September 24, VTP was one of the few green tickers on the board. Shares of Viettel Post Joint Stock Corporation closed the morning session at VND 51,800, up 5.28%, while the VN-Index slipped 1.24% to 1,779.25 points, with 240 decliners against just 69 advancers. Roughly 1.29 million VTP shares changed hands in that single morning, more than three times the full-day volume on September 23 (about 375,000 shares).
The figure worth pausing on is market value. VTP's capitalization rose from about VND 8,500 billion to about VND 8,900 billion, adding roughly VND 400 billion in a few hours of trading. That is more than three times the company's entire net profit for the first half of 2026, which came in at VND 111.8 billion.Tin nhanh CK
Much of the coverage tied the move to a planned smart logistics hub at Lao Bao in Quang Tri province. So before talking about the price, the first question is simple: where does the project actually stand?

What the provincial document says
According to Bao Xay dung, the Quang Tri People's Committee issued a notice recording the conclusions of Mr. Le Duc Tien, Vice Chairman of the Quang Tri People's Committee, after a meeting to review the proposal. The core point: the province agreed in principle to let Viettel Post study and prepare an investment proposal for a logistics hub near the Lao Bao international border gate, covering a study area of about 21.87 hectares.Báo Xây dựng That is the "nearly 220,000 m²" in many headlines.
The wording matters. Permission to study and prepare a proposal is not investment policy approval, let alone investor approval or land allocation. The province asked Viettel Post to spell out the scale, location, land needs, funding, technology, timeline and socio-economic impact, and to submit the file by October 15.Báo Xây dựng In other words, everything that determines what the project is worth (how much capital, which land, when it opens) is still homework.
One detail invites confusion. Some reports attached an "operations from 2027, completion in 2032" timeline to Lao Bao. As for its role, the hub is meant to coordinate freight behind the border gate and link with the VSICO Quang Tri dry port on the East-West Economic Corridor. The province says it would ease congestion at the crossing, where parking and waiting areas are limited.Báo Xây dựng

Old news, new price action
Timing is the telling part. The Lao Bao proposal was already reported at midday on September 20, complete with the 21.87-hectare figure and the go-ahead to keep studying.Thương hiệu & Công luận Over the next three sessions the stock did not behave as if surprised: down 1.73% on September 21, up 1.45% on September 22 and up 0.61% on September 23. Pinning the whole move on the Lao Bao document is therefore too neat. The available data fit at least three explanations:
- The news read at a bigger scale. On September 16, Mr. Pham Gia Tuc, Standing Deputy Prime Minister, toured the Viettel Lang Son Logistics Park and urged Viettel to gradually develop logistics parks at international border gates nationwide.Soha Put side by side, Lang Son is running, Lao Cai has an approved investor, and Lao Bao has just been cleared to draft a proposal. Buyers may be pricing the whole border-gate network rather than one plot of land in Quang Tri.
- A low base. VTP hit VND 56,800 on August 19 and fell to VND 48,250 on September 21, a drop of about 15%. A stock that has just sold off hard often needs only a story to bring buyers back.
- Money seeking shelter on a red day. When most of the market is falling, short-term speculative money tends to crowd into a handful of names with a headline. Volume at more than three times the prior session fits that pattern.
The data are not enough to separate each force's contribution. What is clearer is that no new legal document on Lao Bao appeared on the morning of September 24: the project's status was exactly what it had been on September 22.

How far from paperwork to profit
To gauge the road ahead, look at Lao Bao's neighbor. The VSICO Quang Tri dry port, which Viettel Post's hub would connect to, received investor approval in March 2023 and broke ground in March 2025. Today, site leveling for phase 1 is only about 80% complete, even though the project covers just 8.6 hectares with a total investment of VND 236.6 billion.Báo Xây dựng That is two years from investor approval to groundbreaking, and still no operations after more than three.
Viettel Post's own project in Lao Cai offers another benchmark. In July 2026, Lao Cai province approved the investment policy and named Viettel Post as investor for the 7.87-hectare Kim Thanh smart border gate.Tuổi Trẻ Under the plan, the first component starts operating in 2027. Lao Cai is at least one legal step ahead of Lao Bao, and its first revenue is still more than a year away.

For Lao Bao, the remaining steps run in this order:
- Submit the proposal by October 15. The market gets its first look at total capex, land needs and a timeline to weigh against the company's capacity.
- Appraisal and investment policy approval. The province aims to complete this in October 2026.Báo Xây dựng "Aims" is a target, not a commitment.
- Land allocation and site clearance. Usually the slowest step, as VSICO shows.
- Construction. Cash flows out: the company has to commit capital and may borrow more.
- Operation. Only from here does the project contribute to revenue and profit.
Steps one and two change how certain the project is. Only step five changes profit, and the construction phase in between may actually weigh on earnings.
What VTP's current earnings are up against
This matters because VTP is in the middle of an investment cycle. In the first half of 2026, net revenue reached VND 10,230 billion, up 2% year on year, while net profit fell 33% to VND 111.8 billion. The company attributed the decline to continued spending on logistics infrastructure, technology and vehicles, alongside persistently high fuel prices.Tin nhanh CK
The number that stands out in the financials is a net margin of only about 1.1%. Every new infrastructure project adds depreciation and interest costs during construction, before it brings in any revenue. With margins that thin, one more early-stage project will not lift 2026 or 2027 earnings. It only thickens the long-term story.

How to read a "cleared to study" headline
Lao Bao offers a general framework for the "proposed", "surveyed" and "cleared to study" headlines that show up almost daily.
Start with the verb the authority actually used. Approval to study, investment policy approval, investor approval, land allocation and a construction permit are distinct legal rungs. Headlines often compress them into "assigned" or "approved", and that compression is exactly what leads people to buy as if the project were a done deal.
Next, check whether there is a capex figure and an operating date. A project without either cannot yet be set against the company's earnings, and Lao Bao currently falls into that group.
Finally, ask how old the news is. If a story has been out for days and the price only jumps sharply in one session, the move is more likely a reaction to money flows than to the document itself.
What the market is paying for
On the numbers, the market on September 24 was paying for Viettel Post's border-gate logistics narrative, not for Lao Bao's own cash flows. That narrative has substance: Lang Son is operating and Lao Cai has an approved investor. Still, the roughly VND 400 billion in added market value has no project figure to measure against yet.
The first milestone to watch is the proposal Viettel Post files by October 15. That is when Lao Bao's total investment appears for the first time, giving investors something to set against the company's VND 111.8 billion first-half profit. The next is whether the province manages to approve the investment policy in October, as it has targeted.
